WebbI assume it would be the same idea of stalling an airplane wing. If the air is sufficiently disrupted it can no longer create the laminar flow over the component. If that's the case then it would cease creating the necessary lift or in this case downforce. I'm not an aerodynamicist however, just recalling my pilot training.
